I have tried deleting the Snip&Sketch entries in C:\ProgramData\Microsoft\Windows\AppRepository and C:\Program Files\WindowsApps. You can wait a bit and try again or restart your device. Reporting this problem will help us understand it better. The error I get in the Windows Store is Something unexpected happened. However, I have been unable to reinstall Snipping Tool for some time. I believe I uninstalled it via the Microsoft Store, though, it was a while ago. I next tried to uninstall and reinstall the application. I tried the usual fixes of repairing and resetting the application, but this did not resolve the issue. I could start a screenshot with WIN + SHIFT + S, but the notification to then edit and annotate the screenshot would not show up.
